The best part of the episode is the transaction between Lorelai and Luke.
Lorelai: "Dance Burger Boy"
Luke: "Will you marry me?"
So much foreshadowing my little heart can't even take it. The best part is Lorelai's shocked face with a twinge of excitement behind it.
The worst part of the episode is the scary melody of Happy Birthday that keeps playing in the background. It's supremely creepy and always pops up when it's not wanted.
I love the character development with Lorelai and Rory when she climbs into her bed on her birthday. Until now we know that the two are close but Lorelai's soft side as a mom doesn't totally become exposed until now. The fact that she tells Rory the story of her birth every year is adorable. The even cuter part is how Rory knows how to finish every sentence. Scenes like this set up the bond between mother and daughter that keeps fans coming back every episode.
The party that the Gilmore's throw is stiff! Lorelai even makes a Shirley Temple Black to get through it. And Chad Michael Murray in this role sucks. Thankfully as the episodes go on Paris becomes more tolerable and the rest of Rory's crew becomes normal human beings. The weirdest part though is that Emily says to out glass in the dishwasher...I don't think so!
I truly love how all of Stars Hollow come to Rory's party! I want my future kids to be that beloved hat a whole bunch of people from all ages come to their birthday parties. However, over half of the extras that are in the background of the party are never seen again and therefore are not Stars Hollow residents! And the episode ends with the young Rory and Dean and the infamous bracelet. I'm partial to Dean in the early years but a Logan fan overall.

Lorelai: "No, have I taught you nothing?! You don't decorate it's your birthday. You sit and lounge and mock those that work!"
